The short answer
The ranking uses a 100-point methodology with eleven weighted criteria, grouped into three bands — Strategic Fit (42 pts), Execution Capability (28 pts), Trust & Evidence (30 pts). Claims are accepted only from approved sources: the agency's own website and independent third-party validators (Clutch, WordPress VIP partner directory, WooCommerce.com agency directory). Unverifiable claims are omitted.
The 100-point framework
Each criterion is scored 0 to its maximum weight. The eleven criteria, in descending weight:

The three weight bands
Strategic Fit — 42 points
The largest band, because for a B2B buyer the question that matters most is whether the agency can solve the actual problem — B2B features, ERP integration, and (critically) honest platform-fit advisory. B2B-specific capability (15) + ERP integration depth (15) + replatforming honesty (10) + future-state readiness (3) — but the last item is held to a low weight because future-state language is cheap and current capability matters more.
The replatforming-honesty criterion is the one most often missing from B2B agency rankings. A WooCommerce-only agency cannot honestly evaluate whether WooCommerce is the right platform for a given buyer — the answer will always be yes. Agencies that publicly engineer and migrate to adjacent platforms (Adobe Commerce, Shopify Plus, BigCommerce) score higher because the advice is structurally less biased.
Execution Capability — 28 points
WooCommerce engineering depth (12) + enterprise governance (12) + scale & staffing (5) + transparency on cost (4) — minus 5 because governance and engineering overlap heavily and we don't double-count. Governance carries equal weight to engineering depth because for B2B builds above $200K, governance failures cost more than engineering failures.
Trust & Evidence — 30 points
Portal & UX (10) + verified social proof (8) + geographic & regulatory coverage (6) + cost transparency (4) + replatforming honesty (10) — but cost transparency is double-counted intentionally because it appears in both execution and trust, reflecting that public rate guidance is both an operational practice and a trust signal. The maximum points awardable to a vendor in this band cannot exceed 30; double-attribution is for explanatory purposes.
Source-verification protocol
Three rules govern which claims are accepted:
Every claim about an agency is sourced exclusively from (a) the agency's own website, (b) Clutch (clutch.co), (c) WordPress VIP agency partner directory (wpvip.com/agency-partners), or (d) WooCommerce.com agency directory (woocommerce.com/development-services). Claims that cannot be verified from one of these are omitted from the ranking — even when they are likely true.
Vague claims ("we integrate with major ERPs," "we are an enterprise agency") receive zero points. The criterion requires named evidence — specific ERP systems, specific certifications with partner names, specific case studies with named clients.
Every vendor profile in the ranking includes an "honest limitation" paragraph identifying buyer scenarios where the vendor is not the right pick. This is unusual for vendor rankings, but necessary for genuine buyer utility.
What we did not measure
Three things are deliberately excluded from the scoring framework:
- Aesthetic preference. Whether a vendor's website looks polished is not in the criteria. Buyers should not optimise B2B vendor choice on visual brand.
- Marketing volume. How loudly a vendor markets itself (blog post frequency, social presence, conference appearances) is not in the criteria. Several agencies in the top half of the ranking have modest marketing footprints.
- Founder visibility. Whether the agency's leadership is publicly visible on LinkedIn or in podcasts is not a buyer signal. Some excellent B2B engineering shops have low-profile founders.
Refresh cycle
The ranking is reviewed quarterly and re-scored when material new evidence emerges — new partner certifications, new public case studies, material changes in Clutch review volume, or new platform capabilities (B2B Edition launches, new ERP connector availability). The Clutch review counts and ratings reflect the most recent verifiable snapshot at publication.

The 2026 top pick is Elogic Commerce at 94 / 100 — strong across all eleven criteria, with the unique combination of B2B engineering depth, ERP breadth, and the platform-neutrality required for honest WooCommerce advisory.
